To fulfill the increasing demand on electricity, the Sri Lankan government launched a large-scale coal power project in Puttalam called “Puttalam Coal Power project”. The Puttalam Coal Power project having 900MW capacity (three similar units, each one having capacity of 300MW) was started in May 2006 and it is the first and largest Coal Power plant in Sri Lanka named as “Lakvijaya Power Plant”,(LVPP). Currently all the three units are connected to the national grid beard around 45% from total power generation. . Lakvijaya Power Plant currently employees more than 1000 employees and it is running under the generation division of Ceylon Electricity Board. The Power Plant is located on the coast, 100 meters inland from the shoreline, near the villages of Paniyadi and Narakkalliya in the Kalpitiya Peninsula approximately 12km west of city of Puttalam. The Power Plant is situated within the existing barren land located between the seashore and the agricultural land. 

The Power is generated by three identical generators, each having 300 MW capacities and coupled to three separate turbines which are operated by condensing steam. The high-pressure steam requirement of the three turbines is produced by three separate boilers using coal as fuel. Thus, the energy formed in burning coal is converted to electrical energy. 

Lakvijaya Power Plant Project was completed in two phases. Phase 01 included Unit 01, a 300MW coal fired power plant, auxiliary systems, coal handling system and the 220kV 117km double circuit transmission line to Veyangoda. Phase 02 included the Unit 02, Unit 03, extension of auxiliary systems and 220kV double circuit transmission line to Anuradhapura. Unit 01 of 300 MW contribution to the national grid along with the auxiliary systems was put into operation on 13th of February 2011. Unit 02 and unit 03 were commissioned and put into operation on 2014 adding a total of 900MW to the national grid.

The Public Utilities Commission of Sri Lanka (PUCSL) independent and autonomous multi-sector infrastructure regulatory agency established under Public Utilities Commission of Sri Lanka Act No. 35 of 2002 in the country. With the enactment of the Sri Lanka Electricity Act No. 20 of 2009, PUCSL was empowered to regulate the electricity industry (generation, transmission, distribution and supply) as the economic, safety and technical regulator. Accordinghly, CEB, LECO and all the private electricty generation power plants are coming under the regulatory purveiw of the PUCSL.

The industry acts related to water services and petroleum industries are yet to be enacted to open regulatory platforms for PUCSL to regulate those industries.

PUCSL also acts as the shadow regulator for the lubricant market and the electric vehicle charging stations in Sri Lanka

This is the central mechanical workshop of the Irrigation Department and main job function is to design & fabrication of hydro mechanical structures in the Gampaha, Kaluthara, Colombo, Rathnapura divisions and repair of gate structures, heavy machinery and vehicle in the same divisions. There are large number of anicut and regulator gates in the western part of the Sri Lanka and Rathmalana Central Mechanical Workshop is responsible for maintaining those gates. Kaldemulla workshop facility has the capacity of heavy steel fabrication like Radial gates, sluice gates, etc.  Attending flood situations, issuing recommendations for mechanical works including vehicle repairs and preparing mechanical estimates, preparing technical specifications are some other works done by the workshop.

Regional Mechanical Workshop, Irrigation Department is located in one of the biggest regions of the Irrigation Department. There are 6 divisions in Ampara region and total irrigable area is 156,437 acres and we are doing all the mechanical works in the region belongs to the irrigation sector.

This region consists of one of the biggest reservoir of Sri Lanka Senanayaka samudraya with the capacity of 770,000 acre feet. Also we are doing maintenance & fabrication of mechanical parts for large number of tanks and Anicuts. Other than this Ampara mechanical workshop is maintaining 120 numbers of vehicles and machines belong to our region and also attending flood mitigation situations, issuing recommendations for mechanical works including vehicle repairs and preparing mechanical estimates, preparing technical specifications.. etc.

This workshop has modern equipment and skilled technical staff available for any kind of vehicle, machinery or gate repairs. Mechanical Engineer is the in-charge of this workshop and works are done under the supervision of with two additional mechanical engineers, Forman, Technical Aid etc.

The main business of the organization is planning, designing, constructing, and maintaining engineering functions for the development of schools, health, local government, and other buildings and estate infrastructure to implement new constructions, rehabilitation and maintenance work and maintaining quality and progress to the requirements of the relevant Ministry/Department.

Design, construction, and maintenance of buildings (school buildings, health buildings, etc.) and other structures (retaining walls, etc.). water supply and sanitation coming under the preview of the Central Provincial Council.

The Department provides consultancy services (Architectural and structural designs) and technical assistance to other governmental organizations like Pradeshiya Sabha, Urban Councils, and to the Central government Institutes on request.
