PUBLIC NOTICE

Recognition of Qualifications awarded by Foreign Universities and Private Higher Educational Institutions in Sri Lanka


Incorporated by an Act of Parliament, the IESL is the apex professional engineering body in Sri Lanka, which, in accordance with the objects set out in its Act, is obliged to promote and advance the science and practice of engineering in Sri Lanka. Towards this end, it takes steps to ensure that internationally recognized and locally relevant standards are maintained by its members when they practice as engineers. 


The IESL is a full member of the ‘International Professional Engineers Agreement’ (IPEA), formerly known as the Engineers Mobility Forum - EMF, and is also a signatory to the ‘Washington Accord’ (WA), two internationally recognized agreements.


The Government Departments that come under the purview of the Engineering Services Board and several other leading state sector engineering organizations require that the engineers they recruit from outside should have the Associate Membership  of the Institution of Engineers, Sri Lanka (IESL).


The basic academic qualifications required to become an Associate Member of the IESL is a four year full time degree in engineering recognized by the Institution or an equivalent qualification acceptable to its Council.


At present, engineering degrees awarded by the Faculties of Engineering of the  Universities of Moratuwa, Peradeniya and  Ruhuna and the Open University of Sri Lanka (new curriculum introduced in 2003),  and four year engineering degrees awarded by foreign universities and accredited under the Washington Accord are recognized for the Associate Membership. The list of such Washington Accord accredited foreign engineering degrees could be viewed at http://www.ieagreements.org/Washington-Accord Engineering Degrees awarded by the Higher Education Institutions in India prior to June 13, 2014 and accredited by the National Board of Accreditation, India will also be recognized as fulfilling the requirements for Associate Membership of IESL up to March 31, 2017. Such degree programmes are listed at www.nbaind.org.

 

Those who possess engineering degrees or qualifications other than those  stated above may be required to do further studies and acquire additional qualifications to be eligible to apply for the Associate Membership of the Institution.


Those with three year full time engineering degrees recognized by the Institution as satisfying the academic requirements for the ‘Affiliate Membership’ which is at a lower level than the ‘Associate Membership’, can apply to become Affiliate Members. Affiliate Members can become Associate Members by  acquiring further qualifications. 

The IESL has published the ‘Guidelines for Educational Requirements for Affiliate and Associate Membership’, on the IESL web site, which is available for downloading at   http://www.iesl.lk/page-1857852. Those possessing degrees awarded by foreign universities or other engineering qualifications could verify from this document whether their qualifications satisfy  the academic requirements for  the  Associate Membership or the Affiliate Membership of the Institution.


Higher Educational Institutions in Sri Lanka offering engineering degree programs on their own or in affiliation with universities overseas are required to apply to the IESL in the prescribed format to see whether their  degree programmes could receive recognition from the IESL as satisfying the academic requirements for the  Associate Membership of IESL. Until such recognition is obtained from the IESL, these degree awarding institutions cannot claim that their degree programmes have received any recognition whatsoever from  the IESL.


Prospective students who intend to enroll for engineering degree programmes offered by foreign universities and private Higher Education Institutions in Sri Lanka and their parents are therefore strongly advised to verify for themselves the status of recognition of the respective degree programmes by the IESL, in order to avoid disappointment in seeking employment in Sri Lanka and abroad after graduation.
